Startup - Birdhouse Factory

Your company Robin Ltd is about to launch new activity abroad. You were selected as a program management team. Based on information from program charter and program stakeholders prepare program plan. A program called Every Tree was initiated. Its goal is to establish operations in Poland. Firstly a new factory needs to be erected, than a storehouse, road connecting factory with highway, and finally network of sales partners needs to be established, and advertising campaign conducted to increase sales.

Scope
Simplified schedule of the program consists of a set of components, like:

1. Establishing program office - takes 5 days for one specialist, and can be started immediately.
2. Recruiting operational staff - takes 3 days for one specialist, and can be done parallely to the 1st task.
3. Developing program plan - Steve told you that it takes 7 day if an employee is involved 50%, and it can be initiated after establishing program office and recruiting program staff.
4. Obtaining permissions for factory and storehouse - Anna estimates it for 40 working hours, but it can be started only after task 3.
5. Organizing a tender for subcontractor of factory and storehouse buildings - it takes 5 days, but it can be launched after you have all necessary permissions.
6. Organizing a tender for road and power lines subcontractor - it takes only 2 days for 2 people, and it can be started after obtaining permissions.
7. Erecting factory building - to start constructing factory building you need a tender and permissions first. It should take no more than 100 working hours, and it should be planned for 3 people.
8. Erecting storehouse - this task is simpler than factory, but also requires permissions, it will take 8 days for 2 people.
9. Laying road - after obtaining permissions you may start constructing the road from highway to your plant and it will take 5 days for one person.
10. Constructing power lines - after constructing the road you can start constructing power lines, it should last 4 days for 2 persons according to Jerry estimates.
11. Signing pilot contracts with 5 sales partners - first contracts would take 5 days for one employee and can be signed as soon as the factory is finished.
12. Signing the rest of contracts with sales partners - rest of agreements should be quicker and take 7 days for one specialist, however the task can be started after finishing the task number 11.
13. Planning advertising campaigns - the campaign may be planned right after getting approval of the program plan, it will take 3 days for 2 team members.
14. Running advertising campaigns - the campaign should last for 15 days if managed by one person, Anna said. It can be launched after approving its plan.
15. Setting up production lines - production line should assembled after the factory and storehouse are ready, and power lines are operational. It will take 1 day if 4 persons are involved.
16. Launching pilot production - pilot production can started after the task 15, and it will take 3 days if done by 2 people.
17. Distributing pilot products - products distribution will take 4 days for specialist and can be done when pilot production is finished and all sales contracts are signed.
18. Transferring responsibilities to operations - transfer of responsibilities should be done at the end of the program and will take 2 days for one guy.
19. Closing program - after transferring responsibilities to operations you can officially close the program, which will take 2 days.

Cost
Daily cost of a standard worker is $10, $8 - cheap one, and $12 - expensive one. Remember that employees may have various performance, i.e. they may be slow, fast, or normal. Baseline schedule should be planned for normal workers. Your team consists of (their performance and rates are given): Adam - quick / cheap Anna - normal / expensive Jagoda - normal / normal Steve - slow / cheap Jerry - quick / expensive Tom - slow / normal To make the workshop simpler, assume that their competencies do not matter. They can do anything in your program. To make it easier skip all costs except of people work.

Tasks
Plan starting and ending time of all tasks. Draw Gantt chart on flip chart. Calculate cost of all tasks (only cost of work). Fill in time table below. Write down total cost of the program
